Can i still get student loans in this bad situation?

I am in debt and have bad credit, and my parents will have bad credit too, they will not provide financial assistance to me with school, I was just accepted at a big city university. My family only qualified for half of financial aid d\uring community college. I really need to find a way to fund my education, can I still qualify for student loans? and how should i apply for students loans, where should i apply for student loans, and which is the fastest way to get approved for students loans.
